The proposed project would develop approximately 52 acres of the approximately 124-acre Lang Ranch Community Park site with active park facilities, primarily serving nearly 20,000 residents. The balance of the acreage would remain in the current natural state. The park would include lighted sports fields, picnic structures/areas, play equipment, a roller hockey rink, basketball courts, tennis courts, volleyball courts, trails, restrooms and parking lots. In addition, the existing riparian vegetation surrounding Lang Creek would remain in its existing condition. The new community park would have one entrance on the east side on Westlake Boulevard. A secondary-emergency and service entrance would be created on the west side of the park at Erbes Road. A community center would be included in the future.

The site is currently an undeveloped and partially graded site, and it is accessible via roads and trails. The trail network would be improved with the proposed project, and the primary access road would be reconstructed to provide public access to the new facilities.

The project site is located in designated parkland in Thousand Oaks, bounded by Erbes Road to the west, residential development and Avenida de los Arboles to the north, Westlake Boulevard to the east, and residential development and undeveloped land (including an SCE transmission line corridor) to the south. Lang Creek traverses the northern portion of the park site.
